BRR Perbaiki 266 Kilometer Jalan Propinsi Sumut di Nias

Badan Rehabilitasi dan Rekonstruksi (BRR) Perwakilan Nias sedang memperbaiki 266 kilometer Jalan Propinsi Sumut di Kepulauan Nias yang berkondisi buruk dan diperparah oleh adanya bencana gempa bumi 28 Maret 2005. Perbaikan ini berupa pelebaran dari rata-rata 4,5 meter menjadi 6 meter serta pelapisan hotmix dengan HRS base (pelapisan dasar) 4 cm dan HRS wearingcourse (lapis atas) 3 cm. Sampai saat ini telah selesai dikerjakan 75 km dengan overlay hotmix dan 40 km lagi dalam proses penyelesaian.
”Meskipun curah hujan yang tinggi di Nias sangat menghambat kemajuan pekerjaan di lapangan, tetapi pekerjaan Jalan Propinsi Sumut di Nias berlangsung dengan baik. Proses pengerjaan bahkan dilaksanakan siang maupun malam hari. Kami berusaha agar seluruh ruas jalan propinsi Sumut di Nias sepanjang 266 km dapat ditangani selama masa rehabilitasi dan rekonstruksi”, demikian Manajer Komunikasi dan Informasi Publik BRR Perwakilan Nias Emanuel Migo di Medan, Rabu (22/11).
Migo menyebutkan, terdapat banyak hambatan teknis maupun non teknis dalam pelaksanaan proyek di lapangan. Masalah teknis seperti sulitnya logistik. Sementara masalah-masalah non-teknis pun sangat menghambat, seperti sulitnya melebarkan jalan karena warga menolak mengorbankan tanahnya.
Pada TA 2005, telah dilaksanakan 4 (empat) paket rehabilitasi dan rekonstruksi Jalan Propinsi Sumut yaitu, ruas Gunungsioli-Lahewa-Afulu. Ruas Gunungsitoli-Lolowa’u-Sirombu dan termasuk jalan dalam kota Gunungsitoli. Ruas Lolowa’u-Teluk Dalam serta pembangunan jembatan sementara Idano Gawo.
Pada tahun 2005 dilaksanakan overlay hotmix sepanjang 11,633 km dengan panjang efektif 113,219 km dan panjang fungsional 384 km. Pada TA 2006 sebanyak 10 paket, meliputi ruas Gunungsitoli-Tuhemberua-Lahewa. Ruas Moi-Lolowa’u-Sirombu. Ruas Moi-Mandrehe-Sirombu. Jembatan Paket I yaitu Siwalawa I, Siwalawa II dan Idano Lahusa serta Jembatan Paket II Idano Oyo. Lanjutan rehabilitasi dan rekonstruksi ruas Gunungsitoli-Lolowa’u-Sirombu. Lanjutan ruas Gunungsitoli-Lahewa-Afulu. Ruas Gunungsitoli-Binaka. Ruas Miga-Moi dan jembatan Lahusa STA 78+000. Panjang fungsional secara keseluruhan dari 10 paket ini mencapai 591,492 km. Sedangkan efektif dengan overlay hotmix sepanjang 81,717 km.
Sesuai Surat Persetujuan Paket Multi Years tanggal 05 Oktober 2006 maka saat ini dalam proses pelalangan 6 paket meliputi, rehabilitasi dan rekonstruksi ruas Gunungsitoli-Binaka 1. Ruas Miga-Moi 1. Ruas Binaka-Lahusa. Ruas Tuhemberua (Simpang Lotu)-Lahewa. Ruas Lahewa-Afulu dan Lahusa-Teluk Dalam-Lolowa’u.

Pentingnya Merawat Infrastruktur Jalan
Menurut Migo, saat ini ada kecenderungan masyarakat kurang memperhatikan fungsi jalan dan bahu jalan sebagaimana mestinya, sehingga mengancam ketahanan dan fungsi jalan maupun keselamatan dan kelancaran berlalulintas. Untuk itu BRR Nias dalam berbagai kesempatan mengkampanyekan agar masyarakat dapat menjaga infrastruktur yang telah dibangun dengan sebaik-baiknya.
”Kami mohon agar bahu jalan tidak ditanami ubi yang berpotensi merusak fungsi bahu jalan. Material bangunan dan barang lainnya jangan disimpan atau dijemur di badan jalan karena dapat merusak fungsi jalan”, demikian Migo.
Selian itu data Polres Nias menyebutkan rata-rata setiap bulan terdapat 10 orang meninggal dunia karena kecelakaan lalulintas di jalan raya. ”Karena itu, agar masyarakat tertib berlalulintas, dengan tidak tergesa-gesa dan menggunakan helm bagi yang menggendarai sepeda motor”, ujar Migo.

12.481 Unit Rumah Baru Segera Terbangun di Kepulauan Nias

Berbagai lembaga rehabilitasi dan rekonstruksi di Kepulauan Nias segera membangun 12.481 unit rumah baru bagi masyarakat korban bencana di Kepulauan Nias. Dari jumlah tersebut, 2.498 rumah telah selesai dikerjakan dan 9.983 unit lagi sedang dalam proses penyelesaian. Beberapa lembaga, seperti Canadian Red Cross (CRC) dan Kecamatan Rehabilitation and Recostruction Program (KRRP) akan menyelesaikan program pembangunan rumah pada tahun 2008.
Dalam melaksanakan kegiatan rehabilitai dan rekonstruksi rumah penduduk di Kepulauan Nias, BRR Nias bermitra dengan berbagai lembaga Nasional dan Internasional. Ada 16 mitra kerja BRR Nias dalam sektor perumahan dan pemukiman, yaitu ACTED, ADB, Caritas, CRC, CWS, HELP, Holiana’a, LPAM, NRC, Samaritan’s Purse, SRC, UNHCR, UN Habitat, YEU, ZTOF dan KRRP yang merupakan hasil kerjasama Depdagri dan World Bank.
BRR Nias telah mendirikan 1.347 unit rumah baru dan sedang dalam proses pembangunan sebanyak 6.802 unit. Sedangkan berbagai mitra kerja lainnya telah membangun 1.151 unit dan sedang dalam proses pengerjaan sebanyak 3.181 unit.
Selain pembangunan rumah baru, rumah yang rusak berat dan ringan pun mendapat bantun rehabilitasi. Sampai saat ini BRR Nias sedang merehabilitasi 1.359 unit rumah dan memberikan bantuan untuk rehabilitasi rumah secara swadaya sebanyak 142 unit rumah.
Menurut data BRR Nias, rumah yang rusak total akibat bencana di Kepulauan Nias mencapai 15.000 unit. Sedangkan rumah rusak berat dan ringan yang membutuhkan bantuan rehabilitasi sebanyak 30.000 unit. Jika KRRP dapat merealisasikan komitmen membangun 5.000 unit rumah, maka kebutuhan pembangunan rumah baru secara teori sudah dapat diatasi.
Demikian penjelasan Manager Komunikasi dan Informasi Publik BRR Perwakilan Nias Emanuel Migo pada hari Senin (20/11) di Medan. Migo menambahkan, pembangunan rumah baru diusahakan selesai pada tahun 2007. Sedangan rehabilitasi dilanjutnya hingga tahun 2008.

Kerja Sama dengan LP USU untuk Penjaminan Kualitas Rumah
Dalam rangka mengambangkan kualitas, BRR Nias bekerjasama dengan Lembaga Penelitian Universitas Sumatera Utara (LP USU). Konsultan konstruksi dari LP USU ini mulai mengaudit bangunan rumah BRR tahun 2005 dan akan memberikan laporan kepada BRR dalam waktu dekat.
BRR akan mengambil tindakan tegas jika ada bangunan yang tidak memenuhi syarat kualitas yang telah ditetapkan. Hal yang sama akan diterapkan untuk bangunan perumahan pada tahun 2006 yang saat ini sedang dalam proses penyelesaian.
Selain upaya penjaminan kualitas, BRR Nias juga sedang melaksanakan upaya klarifikasi terhadap data batuan perumahan, yaitu dengan memfasilitasi musyawarah desa yang melibatkan semua unsur masyarakat desa. Pelaksanaan musyawarah desa melibatkan pemeritahan daerah, dalam hal ini camat setempat sebagai koordinator.
Sampai saat ini telah diadakan musyawarah di lebih dari 20 desa. BRR hanya akan terima data perumahan dari hasil musyawarah desa, yaitu meliputi data kerusakan rumah akibat gempa bumi, jenis kerusakan rumah serta up-date data rumah yang telah dibangun. Melalui musyawarah desa diharapkan masyarakat dapat menyelesaikan berbagai masasi di desa mereka.

Total Budget: IDR 1.1 billion.
414 projects consist of 245 small projects (<> IDR 1 million).
Progress recorded to up to June 2006: 90% of the projects are in the tendering process, finishing up 2005 continuing projects, a number of 2006 projects has been started. Disbursed fund would reach 20% by mid July.

Rehabilitation of 52 schools (32 SD, 12 SMP, 8 SMU) & provision of 76 packages of furniture in Nias & 19 schools (12 SD, 5 SMP).
98 new schools are under construction.
9 prefabricated school installed by World Vision.
Unicef ditributed 200 tent schools.
Unicef distributed 130,000 school kits.
BRR distributed 42,260 textbook packages & library books.
Unicef distributed 192,454 textbook packages.
160 primary schools received school apparatus and clean water facility from Unicef.

Rehabilitation of Gunungsitoli General Hospital (2 wards and temporary hospital).
Construction of 2 puskesmas and paramedic housing in Nias & 1 puskesmas in Lahusa.
Provision of medical supplies and equipment.
Smallpox immunization for 160,000 children.
Food supplement programs for malnourished children.

2006 Reconstruction:
Provision of medical equipments for Gunungsitoli General Hospital.
Construction of 1 puskesmas plus (in patient), 6 supporting puskesmas, 2 puskesmas (out patient) & 4 paramedic housing units in Nias Selatan.
Provision of medical supplies and equipments.
Food supplement programs for malnourished children.
Operational support provision for 20 puskesmas, 101 supporting puskesmas, 487 posyandu & bonus for paramedic in remote areas.
Scholarships for medical doctor (GP) and specialist.

BRR Economy Projects 2005
(Damage: 90% livelihoods were disrupted, mainly farmers and fishermen, economy dropped for more than 20%, 219 units of markets, shops & kiosks were damaged)

2005 Reconstruction Progress:
Construction of 8 traditional markets.
88 market kiosks built by BRR.
Provision of financial support for 6 brickmaker units and welders.
Training & financial supports for Micro Finance Institution (LKM) at 6 cooperation units.
Direct financial aid for 500 families.
11 batches of worker training, equipments provision for: 10 weld workshops, 24 brickmakers, 2 fishermen, 6 tofu/tempe makers.

2006 reconstruction:
Construction of 12 traditional markets.
Small business financial support for 100 units, capital assistance for 6 Micro Finance Institution, & working/industry capital financial assistance for 200 households.
5 batches of worker productivity training, equipment and capital assistance for 21 groups of traditional miner.

BRR Agricultural and Fishery Projects 2005
(Damage: fishing boats were gone, fish catch down by 20-50%, technical irrigation structure ruined)
2005 Reconstruction Progress:
Construction of technical irrigation system (17 irrigation area for 3,138 Ha in Nias & 10 irrigation area for 2,015 Ha in Nisel)
60 units of rice mill, p60 units of small agricultural equipments, 8 hand tractors, 4 units of water pump.
300 boats, 600 units of fishing equipment & fish processing business capital assistance for 100 families.
FAO and Howu-Howu distributed boats and fishing equipments.
2006 reconstruction:
Construction of irrigation system in 7 irrigation areas.
50 units of rice mill, 20 hand tractors, 100 units of agricultural means of production, training and empowerment for 22 farmer groups.

(Damage: 1,938 worship places & a number of orphanage were destroyed)

2005 Reconstruction Progress:
Financial assistance for 200 worship places each with the amount of IDR 37.12 million (196 churches).
BRR disbursed IDR 1 billion for 4 main religion worship buildings (Islam, Protestant, Catholic, Buddha).
Rehabilitation of 4 orphanages.
Construction of 1 orphanage (Gunungsitoli).

2006 Reconstruction:
Financial assistance for 15 mosques & 336 churches each with the amount of IDR 37.12 million, rehabilitation of 2 Religion Affairs Office and 4 women course places.
Rehabilitation of traditional houses (Kab. Nias : 50 units & Kab. Nias Selatan: 50 units) & 10 cultural sites in Kab. Nias Selatan.
Furnitures for 2 orphanages (in Fodo, Teluk Dalam & Gido) & food assistance for 16 orphanages.
24 sets of traditional culture apparatus distribute to 22 districts & 1,750 sets of sport equipment for primary and secondary schools in 41 districts.
